Repaving Arrow Street

I was driving to Youngstown today on Logan Avenue and noticed that the dead ended Arrow Street,located just south of the Golden Dawn has been freshly paved.  That road only has three houses and two driveways plus the Golden Dawn's driveway.  How did this road get picked to be repaved?     I would hope that since the city has the extra money to repave Arrow Street that they will also be repaving Wick Avenue from Madison Avenue Expressway to at least Rayen Avenue this year.
