Rulli Mailing

I received many political mailings this week.  Most were post cards measuring 11x6 inches.
 
Yesterday I received a giant post card measuring approximately 8.5x14 inches.  The card was from Michael Rulli.
 I guess the card wasn't considered his political ad because it was an official government mailing.  In the return address area of the card this statement was written.
"Paid for by official funds authorized by the House of Representatives".
