Thank you for doing this research.

I understand why most bicyclists do not ride close to the curb.  When I walk, I notice all types of debris is near the curb including broken glass, nails and scraps of metal.

This particular tricycle had two wheels and a carrier in the front.  I haven't seen this type before.

What is the condition of the road where she was in the center of the lane?

After finding "Ohio Revised Code Section 4511.55 | Operating bicycles, electric bicycles, and motorcycles on roadway" it doesn't really matter what I asked about and I bolded why I think it doesn't matter.

Quote

(A) Every person operating a bicycle or electric bicycle upon a roadway shall ride as near to the right side of the roadway as practicable obeying all traffic rules applicable to vehicles and exercising due care when passing a standing vehicle or one proceeding in the same direction.

(B) Persons riding bicycles, or electric bicycles, or motorcycles upon a roadway shall ride not more than two abreast in a single lane, except on paths or parts of roadways set aside for the exclusive use of bicycles, or electric bicycles, or motorcycles.

(C) This section does not require a person operating a bicycle or electric bicycle to ride at the edge of the roadway when it is unreasonable or unsafe to do so. Conditions that may require riding away from the edge of the roadway include when necessary to avoid fixed or moving objects, parked or moving vehicles, surface hazards, or if it otherwise is unsafe or impracticable to do so, including if the lane is too narrow for the bicycle or electric bicycle and an overtaking vehicle to travel safely side by side within the lane.

(D) Except as otherwise provided in this division, whoever violates this section is guilty of a minor misdemeanor. If, within one year of the offense, the offender previously has been convicted of or pleaded guilty to one predicate motor vehicle or traffic offense, whoever violates this section is guilty of a misdemeanor of the fourth degree. If, within one year of the offense, the offender previously has been convicted of two or more predicate motor vehicle or traffic offenses, whoever violates this section is guilty of a misdemeanor of the third degree.

If the offender commits the offense while distracted and the distracting activity is a contributing factor to the commission of the offense, the offender is subject to the additional fine established under section 4511.991 of the Revised Code.

I can see several lawyers trying to make $$$ arguing the definition of impracticable but that could be it's own thread.

And FWIW, according to 4511.01 (G) if it's human powered and has three wheels more than fourteen inches in diameter and is designed solely for use as a play vehicle by a child, it's a bicycle.   <my cut and paste of the main definition

Here's a nice link to the OHIO DEPARTMENT OF TRANSPORTATION'S CYCLING SMARTER GUIDE, which shows their cut and paste of many random bits of 4511.xx in the zig zag order they must prefer: https://www.dot.state.oh.us/Divisions/Planning/SPR/bicycle/Documents/ODOTCyclingSmarterGuide.pdf

This morning I was driving on South Schenley.  Cars ahead of me started to bunch up as if to pass a car parked on the side of the road.  The obstruction was a female riding an adult tricycle in the center of the lane.
