New Castle police remind residents about tethering Law

The New Castle Police Department is reminding residents of the law that makes it illegal to leave their animals outside for no longer than 30 minutes.  "LIBRE'S LAW" makes it illegal to tether a dog longer for longer than 30 minutes when temperatures are below 32 or above 90 degrees Fahrenheit.  According to the New Castle Police Department, animals may be left outside if they have a shelter that allows them to maintain normal body temperature and keeps the ...
