Mayor Jay Williams said he will enforce the city's residency rules as long as the citizens of Youngstown keep this charter amendment on the books.  The mayor also stated that his administration has received reports that at least 25 city employees do not live in the city.  An investigation is being conducted.  The employment of all 25 may be terminated soon.
