Baily Center development

I recently heard there was a new housing development going up in Youngstown.  I believe it was called Baily Center, and I assume it's on the east side because that's where most of the city's open greenfield land is located.  Does anyone have any more information on this?  Where exactly is it situated?  How many homes are going in?

While I think that any new developments in the city are great, I certainly hope that new development will be concentrated as close to the city core as possible--otherwise, there will just be more sprawl.  I believe this was addressed in the Youngstown 2010 plan.
