Does anyone know the names of the Youngstown residents who are on the current Charter Review Commission?

Would someone please explain this ballot issue on the November ballot to me:

Shall section 36 of the Charter of the City of Youngstown be deleted in its entirety?
YES
NO

League of Women Voters explanation: Deleting this section removes the power of Commission (Park and Recreation) to require the city to borrow money or levy taxes without approval of City Council or the Board of Control.

I didn't know that any city department has the power to get money without the approval of City Council.
