To what extent does the Youngstown 2010 Plan deal with crime in the city?  Many of us live in crime infested neighborhoods or neighborhoods on the verge of serious decline.  How is the plan structured to help us?

Turning devastated neighborhoods into parks and orchards does not address the reason why homes were vacated, vandalized, and ultimately removed.
