why does not the city use monies to bring the waterlines up to the 21c standards

I know someone who has growlers from two local craft beer companies.  The person never had the growlers refilled. 

What does that say about our local beers?

I rarely frequent the ones we have here now.....guess it's a new yuppie thing to make Y-town more vibrant for the younger crowd.....

Does Youngstown need another brewery?
