West Side Water Tower

Where is the water tower precisely located? I agree that the city should send one of their folks out to conduct a complete inspection of the water tower to find any possable problems and if it needs repair fix the problems and then repaint it.

I just noticed that the west side water tower needs a paint job.  Is painting done on a regular basis or only when the city finds the money to do it?
