I doubt it Jay, I think that most of them don't have a clue about half the stuff that goes on in Citry Council meetings. And some are so completely clueless that they need someone to guide them on everything they do.

I wonder if each councilman knows the content of all these documents that were "Received and Filed."

The public perception is that this procedure is a waste of time.  It takes up a lot of time and does not convey any information to those who are there to observe the proceedings.
