Oakwood – Connecticut project on February 29, 2012. The following bids were

I found they were accepting bids for a resurfacing project, but I can't find a final decision or update.  Here is the bid link:

Oakwood & Connecticut from Meridian down past Belle Vista have all the water mains marked in blue paint.  There are also markings for all the gas lines, curb edge lines and such in yellow and orange.  Does anyone have any information about this?  Are they finally going to complete the re-paving that was on the list a few years back that was then removed from the list? 
Just trying to figure out what is up with all these painted marks everywhere and hoping to see the roads fixed finally.  I can't seem to find any mention online of any projects.  But the only reason I know that they usually mark all these out is when they're about to excavate.
