Dark West Federal Street

I passed through downtown Youngstown the other night and noticed that none of the street lamps were working on West Federal from Phelps Street to the Turning Technologies Building.  That is about a block and a half distance.  Needless to say, this stretch of Federal was very dark.

Why aren't these lights working?
