For Rent Again

Here is the sign that was there last fall:

The sign in front reads "For Rent."

Are they really "for rent," or are they "available soon?" (because they have been "available soon" since last fall, and the lack of progress by the building owners is becoming an issue for the neighborhood group)

Apartments are for rent again at this building on Park Avenue.
