One Candidate - No Voting

In Youngstown, the polls were closed in wards that only had one candidate in the council race.
It just doesn't seem right to win an election with "ZERO" votes.

Rain probably prevented some people from voting today.

Question
I was told that in the Youngstown wards without contested council races the polls didn't even open.  Is this true?
