Strongsville City Council has chosen Matt Patten, a former member of the Ohio House of Representatives, to fill the vacant Ward 1 council seat. However, the pick might have become snagged on a legal technicality because council failed to notify cleveland.com of a special Dec. 10 meeting, where it voted 6-0 to approve Patten's appointment.
