What did the city do when it shut down the cemetary downtown and moved all the bodies to the newly created Oak Hill Cemetary?

Although this may be the case,  the city  - in this case - would not be moving an
entire burial site, they would be establishing an easement of about ten feet or so,
along the boundary line of the cemetery lot facing the street in question.

I would certainly think that an easement of ten feet or so wouldn't be so difficult.

Does anyone know if there are actually occupied burial plots within ten feet of the
edge of the cemetary lot facing Glenellen?

Gaining authorization to move occupied burial sites is an incredibly complex and expensive undertaking. Eminent Domain powers don't do the trick.

That's odd, re: right-of-way.

When Federal Street was widened a long long time ago, many of the existing
buildings were "cut back" to allow for the widened street.  Recent demolition
and excavation uncovered foundations where the buildings' front sections
used to stand.

You would think the city could have used eminent domain to trim back
the front of the cemetery - they moved an entire cemetery from the
downtown back in the day, due to growth of the downtown and new
construction.

You are correct!

The street is very narrow.  When two cars are coming in opposite directions,  both drivers have to be very careful and stay to the right side of the road as much as possible.

It is unusual because this section of roadway is only 16' wide.  This was a result of the City being unable to acquire sufficient right-of-way at the original point of construction due to the cemetery on the eastern side of the street.

Not sure. I just know it is a very narrow street!

South Glenellen is going to be resurfaced from the cemetery south to Junction Street.
