Campbell In Deep Trouble

cambell was part of the eastside but that is the past. ytown is in worst financial shape. businesses are leaving ytown at alarming rate. uptown looks like bombout palestine settlement, south ave is looking like that too. the saadie project should help to stabilize that area. campbell does not have trouble school district, the campbell residents will work out their problems without any help from the city of ytown. the mayor and the council must work out their financial woes. if campbell has to make a decision of merging it will go to struthers. if struthers residents are willing to take on a stepchild.

Add the Youngstown Small Business Incubator to all of the good examples below.
The SBI is creating white collar jobs - that's right not blue collar,
but white collar jobs.

These jobs pay better than blue collar jobs and generate more tax revenues,
and don't forget - the city of Campbell used to be "East Youngstown"
I see no problem with it becoming "Eastern Youngstown".

Add to that the fact that the areas bordering the university continue to add more
and more on-campus student housing, which means that more and more YSU
students are living in the city - spending money here by patronizing local
businesses, etc.

Rick makes a good point - if Campbell were annexed by Youngstown, they would
have the benefits of a larger police and fire department, without the redundancy
ie: expense,  of its own local government and city services departments.  A
unified school district would also generate some economy of scale and eliminate
some of the expenses involved with operating separate school districts. 

Fire departments in the area have been known to help one another in cases of
extreme emergency.  The YSU campus police now have city-wide jurisdiction
and routinely aid the Youngstown Police department, etc. at the University's
expense - not the city's.  Regionalization makes sense, if it is implemented
properly all of the municipalities that participate can benefit by eliminating
redundancies.

As the population declines in Youngstown, the built infrastructure is pared down
via demolitions, etc, the University continues to grow and prosper and the number
of jobs slowly increases, Youngstown will reach an equilibrium point where it is
able to maintain the remaining infrastructure it still has - while building its tax base
at the same time.

Tell me again why Campbell would not want to be a part of Youngstown, which has a REAL fire department, and an increasing tax base? Sure its not ideal but better than NOTHING. What about regionalism? What about the waste in having a mayor and city council, city hall, police dept., road dept. etc. that duplicates those same services a couple of miles away?  If the residents of Campbell don't want to make the hard choices, well then let them live in a city more fit for a third world country.

Add to that the mill which is making a multi million dollar investment in Youngstown and Girard.

Add to that The Youngstown Incubator.

Add to that St. Elizabeth Hospital, also a major employer in the city.

  The difference is, the city of Youngstown has the land, and great economic development incentives to bring new businesses to town.

        The city of Campbell has two things  that is hurting it's ability to solve it's financial woes. The first, a lack of businesses to generate taxes , and second is
         that majority of the residents are either retired,or recieving so type of assistance. They will have to make some difficult decisions in the coming months.

    I think the statement is "to the victor goes the spoils".  That phrase was coined for the appointments that Pres. Andrew Jackson made.
