Given that the city has a new website (the "dot com" versus the old "dot org"),
they should have simply put up a notice on the old site that informs users of
the migration to the alternate site - and then redirected them automatically
in, say, 30 seconds (?).

This is a fairly standard practice on the web - and would have taken someone
just a few minutes - and a few lines of code.

I would have left the notice/redirect up for 30 days or so, then taken the old
site down - and then registered the new site with Google, etc and had them
remove search-related links to the old site from their database.

I don't see how this "defines" ytown government. There's plenty of more-meaningful things (bad AND good) that would be better to use for that.

Should renewal of the old domain name be made one of the top priorities in a city facing the problems ytown faces?

FWIW, Over the years I have seen several of my regular websites lose their domain name temporarily for failure to renew. These are sites that are run by people that aren't distracted with trying to run a city.

How typical.  Our income tax dollars hard at work paying for the "best" ??? people to do the job.

When I first moved to Youngstown in 1992 I did not understand why people around here were so mistrustful of government. As time goes on I understand all too well.
