My question is this: What court would impose such a penelty? Is it even Constitutional?

Look for example at other government mandated penelties that courts overturn on a regular basis ... for example, the death penelty.

How many new prisons would have to be built to house those who can't affort to but Obama Mutual Health Insurance Company policies?

What's your answer to that question Dennis?
