City Income Tax Collections - A New Problem

If the decline of city income tax collection wasn't bad enough, here is a new concern that will cut income tax collection more.

Businesses/organizations inside the City of Youngstown curently collect city income tax from their employees.
With many employees now working from their homes in the suburbs, the employees could ask for a tax refund because they are no longer working within the Youngstown city limits.
