Struthers police arrest parents after children found in deplorable conditions

A Struthers couple has been arrested on child endangerment charges after a Struthers Police found their home to be in unsanitary living conditions. Police were called to 48 Charles St. because they recieved a call about a male passed out in the back yard of his home next to a crying infant.
