IT SHOULD BE DETERMINED BY THE BEST PRICE - WITHOUT SACRIFICING QUALITY. IF TWO OR MORE ARE COMPARABLE THEN LET THE LOCATION BE THE DECIDING FACTOR.

Supposedly all employees hired by the city of Youngstown have to be or become residents of the city.

Should preference also be given to service providers (contractors, material suppliers, etc.) which are located within the city of Youngstown?
