Man accused of shooting woman on Youngstown's West Side surrenders

U.S. Marshals tell 21 News, 28-year-old Kyle Rice, wanted for attempted murder, surrendered to them around 1:00 p.m. Saturday.  Rice is accused of shooting, and wounding a woman on Oregon Avenue around 12:45 a.m. Friday.  Youngstown Police say Rice and the victim had a previous relationship.  As of now, the victim remains in stable condition.
