Couple charged with endangering children after refusing drug test

On January 11, police charged a Hubbard couple for two counts of child endangerment after they refused to take a drug test.  Authorities say they met Children Services at John Surette III and Xavia Surette's apartment on Orchard Avenue in Hubbard just after 2:45 p.m.  Officers say they spoke a child welfare caseworker, who was preparing to take the couple's two children into custody.
