Problems with rezoning for farming on the east side

If you look at the area they're in, it looks pretty rural, I don't know for sure, I've never been out there, I just looked on mapquest satellite view.

I've seen horses on the east side.  I assumed it was zoned agricultural.  The ever growing vacant land  in Youngstown will be ideal for agricultural use.

I would like to know which city official gave them the impression it would be OK to have farm animals in a residential neighborhood. 

If the neighbors are concerned about rats, they should visit one of the south side neighborhoods where rats are abundant because of the living habits of HUMANS.

Some people bought some land on the east side.  They were assured by city officials that there would be no problem with rezoning for agriculture.  Unfortunately, one of the neighbors seems to be objecting, and is ruining/has ruined their plans. :'(

Does anyone have any suggestions that these people might not have pursued?
