Free and reduced lunches at risk as partial government shut down continues

 At Youngstown City Schools, every student qualifies for free and reduced meals. That's breakfast, lunch and sometimes dinner at a cost that can run as high as $450-thousand per month. But after February, because of the partial government shut down, the school could no longer see those dollars reimbursed by the federal government.
