Howland will not oppose annexation at mall development

The old St. Joseph Riverside Hospital sits empty, vandalized and condemned on Tod Avenue on Warren's West Side. St. Joe's relocated its staff to the former Warren General Hospital on Eastland Avenue in 1996. The city has been unsuccessful in getting its current owner, Euro-American Finance Network Inc. of Leesburg, Fla., which owes back taxes, to clean it up.
