Signal 47

Now that you mentioned it, Sig 47 is an alarm drop. I changed it. Area departments tend to use the same standard list but every once and a while they change a number or two. I'll see what other ones if any need changed.

YPD uses it to designate an alarm drop.  I can't remember off hand which other codes are different.  That one stands out because they use it all the time.
