Has the WRTA crowd moved east?

I thought those smokers on the west side of 20 Federal Place were no longer allowed to smoke there since there were now apartments in the Federal building? I thought they were supposed to smoke along Commerce Street?

Check out the smokers on the West Commerce Street side of 20 Federal Place.  Sometimes there are so many of them that it is difficult to pass on the sidewalk.

Is it just me or has the crowd that used to congregate at the WRTA hub now take up residence at a new location outside the Full Circle Market next to all the bars and restaurants? Seems the loitering loud folks have migrated east.....
