School Zone Blinkers

I love the signs that say "SCHOOL ZONE 20 MPH DURING RESTRICTED HOURS" but do not state WHEN the restricted hours are!

We need some consistency with school zone speed markers.

First, not every school zone in Youngstown has the same markers.  Some have flashing yellow lights above and below the 20 MPH speed sign.  Some have no flashing yellow lights at all and then some schools have the flashing light facing in only one direction.  I'm under the impression that these flashing lights are only to operate during each school's hours of operation.

This evening I observed one school's yellow lights flashing at 7:30 p.m.
