Two proposed ideas:
[1] A soundproof box for the speaker to enter ... let 'em yap for 2 minutes then turn off his/her mike and remove him/her from the chamber.
[2] Have a Council Clerk stand next to the speaker with a large wooden mallot, and once the 2 minutes are up, bop the speaker over their head.
;D ;D 8) 8) ;D :)

Agreed.
It seems more like a convenience like when the prez of the ytown urban league wanted to preach they let him cause it benefited the majority of council
I think it should change  to 20 minutes after the meeting everyone gets 1-2 minutes to speak and air concerns
But stick to the 1-2 minutes and enforce it. I can see some people abusing this privilege

So having to sign up to speak the week before the actual council meeting is not always enforced?

This unfair council rule should be abolished especially when citizens don't know the city council's agenda a week before the meeting.

A majority of council allowed the president of the Youngstown Warren Urban League to speak at the last minute at the last meeting.  He showed up 5 minutes before the meeting
He spoke in opposition to the ward reduction
I dont think it should have been an issue to let them speak for 5 minutes
It took that long when Sammarone started the meting to get the agenda and most of those guys that were there do live in the city
Some of the younger ones that left the city did because they have kids and wanted them in a good school system
Proving once again how bad the ytown city schools hurt us
I guarantee if the schools were great people would stay

The firemen marched to city hall and then discovered that they were not allowed to speak before city council.  They didn't seem to know that a person has to sign up to speak one week prior to a regular council meeting.  If more firemen actually lived in Youngstown, they maybe would have known this.

If the city doesn't have the money to maintain the current level of fire protection,
the Mayor is not left with any choice but to reduce the budget.  Better to reduce
staff by attrition than to layoff people.

I understand the first department's safety concerns, but they have to realize that
they now protect less than HALF the population they used to.  If retiring one fire
truck saves enough revenues to keep firefighters on the job who would otherwise
be laid off, then so be it.
