So this cat hasn't been to the house since JULY!  Perhaps if he visited the house to maintain it even ONCE he would have seen the notice.

A couple of notable quotes:

"Regardless of the shape of the house, it wasn't going to fall down," he said. "I should have been given the opportunity to fix my property."

So the piping was stolen a few YEARS ago but he wasn't given time to fix it? Wow

Does a house have to get to a point where it is going to "fall down"? 

This is why the City looks like it does.  A DB like this living in Poland while he spreads the cancer of blight over the City.  He got what he deserved.

I say lesson learned and to all other deadbeat landlords.....notice has been served. You need to "snap to".
