Remnants of the brain drain only you will understand what I am about to report.  The community organizers get a brain fart and push legislation to require any foreclosure action in the City to be accompanied by a $10,000 bond.  So now the county landbank has to cough up taxpayers money.....again as they foreclose albeit on a few parcels.  But, I bet they will come up with some bull to show they are exempt.
