I love the locomotive... it almost looks "Art Deco"

I already have a copy of that photo.  It shows the Pennsy's only Raymond Leowy streamlined steam locomotive, a K4s Pacific type, in the PY&A's engine facility at Market Street.  I wonder about the story behind this locomotive's appearance at this location.
