Scaffolding on the bank building

Jay is right, the bank just leases space in the building:

No one from Park South Development Co. LLC, the Youngstown company that owns the building, or Pan Brothers Associates, Park South's parent company in New York City, has sought an extension, she said.

Park South is the entity that owns the National City Bank building. The Realty Tower and The Wick Tower are a joint venture of Pan Brothers Associates, Inc. and The Frangos Group/USA Parking, Inc.

Don't be so fast to move your money elsewhere.
According to the newspaper story, PNC is not the owner of the building.

The city needs to stop being a push over and start leveling fines against the company. The fact that the permit has been expired for almost six months and noone has even called the city about it says to me that they obviously think nothing will happen. Fine them a certain amount per day, I bet that will convince them to get moving. I used to have an account with National City and it is now with PNC, but disrespecting my city is enough for me, I will be moving my money elsewhere.

Then the city should step in and disapprove the sale until they get rid of the scaffolding and demonstrate to the city that they are prepared to improve the buildings and make them viable.

This person is looking to acquire even more downtown buildings.

It's about time that the city did something about this.

"We've not received the remedy we required," he said. "We've been more than reasonable. We'll file in the next couple of weeks. They can come to us during the legal action and tell us how it will be remedied. But we can't idly sit by while the dispute goes on between the insurance company and the building owner. It could go on for years."

Again, I agree with the Mayor.  It's more than outragious how out of town buyers can just come into Youngstown, buy up buildings and then pull stunts like this. Cases in point the Stambaugh Building and the Paramount Theater building.
