No connection is made in the story to how the PNC takeover will result in the scaffolding being taken down.  Todd did not write that story very well.

I would expect that the owners of the building should be paying daily fines to the City for their failure to repair the facade of their building and for obstructing the sidewalk with their scaffolding.  Isn't the fine $100 per day?  100x365= $36,500 per year for the city. 

If they are not paying fines then they have no incentive for repairing the building.

    According to Ms. Brenda Williams there is and ongoing despite between the insurance company and the owners. I think that if the city would order them to remove the scaffolding and the pieces of facade fall then that  could  put the city in a liability position.

So how long is the scaffolding going to remain around the Dollar Bank Building?  Is that a new permanent feature of the architecture of that building?
