When riding a bus, passengers are asked not to use their speaker phone.

Today, a passenger used his speaker phone to have an argument with the person on the other end.  At times, the conversation was heated and the passenger raise his voice very high.

Question

Is the bus driver responsible for enforcing the 'No Speaker Phone" rule?
