Bicycles Carried on Buses

Bus racks are on the front of all WRTA fixed route buses. 
The racks are able to hold two bicycles.

Today I boarded the inbound 11-Cornersburg bus.  Two bicycles were already on the bicycle rack.
On Mahoning Avenue at Steel Street, four people were waiting at the bus stop.  A young man in the group had a bicycle.  He was told he could not put the bicycle in the bus.

I wonder how often this happens.
