Youngstown Mayor rejects State Auditor's payment plan

Youngstown Mayor Jamael Tito Brown says the city has rejected the auditor's demand that the city repays $3.1 million, over 15 years, for payments from its water, wastewater and sanitation funds that were used for community projects to expand the city's water systems.
