Columbiana City Council talks Designated Outdoor Refreshment Area

Open containers in designated areas of Columbiana was the talk at Tuesday's council meeting. But, not everyone is sure it's a good idea. It's called DORA meaning a designated outdoor refreshment area that would be allowed during special times only.
