Youngstown school board considers move to not place levy in hands of taxpayers

House Bill 70 known as the "Youngstown Plan" is what gave control of the Youngstown school district to a CEO. However, one aspect the CEO does not have control over is placing levies before voters. That power is in the hands of the school board.
