Mobile Scanner Fleet

I would like to see portable scanners given to the operators of public and private service vehicles.  These could include mailmen, utility workers, delivery drivers and anyone else whose job takes him or her through Youngstown neighborhoods both day and night.  We need more people searching for vehicles after a crime has been committed.  While listening to the scanner, I've noticed that the police often fail to quickly apprehend a vehicle because there aren't enough police patrolling at any given time to cover every street when the initial vehicle description and license number are given.   If only 20 more people had scanners in their cars, I'm sure more criminals would be caught soon after a crime was committed.
