Making property owners responsible for clearing sidewalks makes as much sense as making them responsible for plowing the street in front of their property.  It is time for cities to acknowledge reality and assume responsibility for sidewalks.  There is no practical way to make landowners shovel sidewalks and do it in a timely manner and to keep it maintained, especially for those who are in failing health.  Way too many vacant properties as well, so even if your shoveled your section of sidewalk everyone is going to be walking down the street because the vacant properties to either side will have uncleared walks.

The street department should have a fleet of these and take care of sidewalks when the do the streets.
They need these for downtown as well.  Business owners are no better at it.

The street department should have a fleet of these and take care of sidewalks when the do the streets.  Obviously the nonsense of making landowners shovel their sidewalks isn't working.

Someone is clearing the snow from about a quarter mile of sidewalk along Canfield Road in Cornersburg.  The person is using a yard tractor equipped with a large snow thrower on the front.  This one person is cleaning in front of numerous Cornersburg businesses and apartments.
