Tethering Dogs In Cold Weather

Get ready for Youngstown City Council to propose new laws to address the outdoor tethering of dogs in cold weather.  Enforcement agencies may use thermometers to check the temperature of any outdoor shelters.  The use of straw may be mandated as well as the length of time that dogs are exposed to the cold.
