The East Side has always had fewer homes and buildings than other parts of town due
to a city plan that goes back decades to the 1950's - it was to be one of the last expansion areas
for what was then a growing population and large tracts on the east side were never developed
in the first place.

Gillam's claim is ridiculous, and I agree that the grant money should be used where it will
do the most good towards stabilizing neighborhoods with much greater population density
and far more need of demolition.

Color has absolutely nothing whatsoever to do with any of it...
