Great idea ... this will help eliminate the scams and benefit the Salvation Army and Goodwill.

Look for the City of Youngstown to set up a program to license clothing drop boxes that are often operated by charitable organizations.

A fee of $25 will be charged for each box.

Box operators must have the permission of the property owner where the box is located.

The box will be confiscated if three violations are recorded.
