City To OutSource Planning Activities

why hire a planning co when we have enough studies on the shelves. a city planner should be hired to impliment the already plans that are on the shelves from previous administration. i see this as a waste of city residents and tax payers monies, hire a city planner and call it a day.

City Council has approved the outsourcing of the city's planning activities.
What chance is there that the company doing future planning will have any employees who are actually city residents?  We'll soon be at the point where most city employees will not be city residents.
