Population decline/growth by census tract map

I talked with a co-worker, and I guess there is a prison in that tract.

Someone posted a link to this map on UrbanOhio.com recently, and I thought it was too interesting not to share.

It population growth and decline for all census tracts in the US.

Unfortunately, all but one census tract in the city saw population decline.  But I don't know anything about the area that gained.  The area between Lansdowne Blvd, and Albert St., north of McGuffey Rd. saw a 12% increase in population!  Are they doing something right, or is there a prision there, or something?
