The Youngstown MSA (Metropolitan Statistical Area) has always been relatively safe.  I'd guess the city itself would still fall in the top 25, if it were counted.  I'm just assuming that, since the murder rate continues to fall, that the whole crime rate would generally fall also.

Youngstown had traditionally been among the study's most dangerous cities, including ninth overall in the nation in 2005.
But Youngstown's population dropped from 75,919 in 2006 to 73,927 in 2007, and continues to decline. Because of that, Youngstown hasn't been a part of the CQ Press survey since 2006, when it was listed as the nation's 15th most dangerous city.
